The Knowledge Act Bill was submitted before the Parliament

The Bill of the Knowledge Act was officially submitted before the Parliament and is thus enabled to be treated in the Chambers.

The project promotes the following knowledge-based activities:

• Software and digital services, including development of products and services through the Internet, software factory, videogames, etc.

• Audiovisual production and postproduction.

• Biotechnology, bioeconomy, biology, biochemistry, microbiology, bioinformatics, molecular biology, neurotechnology and genetic engineering, geoengineering and its tests and analysis.

• Geological and prospecting services and services related to electronics and communications.

• Professional services, only to the extent that they are for export.

• Nanotechnology and nanoscience.

• Aerospace and satellite industry, space technologies.

• Development of goods and services oriented to automation, such as artificial intelligence, robotics and industrial internet, internet of things, augmented and virtual reality or simulation.

• Engineering activities, exact and natural sciences, agricultural sciences and medical sciences related to research and experimental development tasks.

The tax incentives are a) tax stability, b) reduction and refund of employer contributions (labor tax) and c) reduction of the Income Tax rate to 15%.

The regime requires the realization of exports, investments in research and development or employees training, and the continuous improvement of quality or obtaining quality certifications. In order to maintain certain benefits, it is required to maintain the number of employees.

The purpose of this new regime is to replicate the success obtained by the Software Promotion Law, a factor that decisively contributed to the enormous growth and international insertion of the Argentine software industry in the last 15 years, in which it multiplied several times the formal employment and its volume of exports.
